What's the difference between a web designer and a front-end web developer
On a very high level , web designer is anyone who defines the look, feel and behavior of web pages. He is involved in defining the content of the web pages and how user interacts with them. They are sometimes also called UI or UX developers.
A front-end web developer is one who codes to put the requirements as laid by web designer or any one using the web pages. He is responsible to make the actual web page up and running.

Now, of course, these are roles, and a single person may wear/share many hats within a particular team/organization.
